مع الزيادة المطردة لأعداء الجيوش وانتشارها في مساحات جغرافية شاسعة، أخذت نظم الدعم في الجيوش العثمانية تتطور باطراد وتلعب دورًا مؤثرًا في كل الإنجازات العسكرية التي حققتها الدولة من كل الجبهات. والحقيقة أن الحركة الدؤوبة لوحدات الدعم والتمويل التي كانت تجري ذهابًا وإيابًا في جسر يمتد بين ميدان القتال ومختلف أرجاء الدولة وبين منازل الجيش والتخابر بعضها وبعض معتمدة على قوى الإنسان والحيوان، تثير الدهشة وتشير بما لا يدع مجالًا للشك أن هناك نظامًا محكمًا كانت تتحرك في إطاره عمليات الإعاشة والإكمال للجيش العثماني.
وسوف أحاول في هذه الدراسة إلقاء الضوء على هذا النظام من خلال تناول الإجراءات اللوجستية التي اتخذتها الدولة العثمانية قبيل خروج حملة سكتوار على بلاد المجر عام 973هـ/ 1566م، وأثنائها متخذًا الأحكام الصادرة عن الديوان الهمايوني في الدفتر الخامس من دفاتر المهمة مصدرًا أساسيًا.
