مما لا شك فيه أن جرائم التخابر تشكل تهديدًا خطيرًا لأمن الأفراد والمجتمعات والدول واستقرارها، وتتجلى تلك الخطورة بوضوح كون مرتكبي جرائم التخابر لا يعيرون أي اهتمام لحجم الأرواح التي تزهق وقيمة المرافق والمؤسسات العامة والممتلكات الخاصة التي تدمر، والشعور بالأمن والطمأنينة الذي يفقده، وقد يأتي شعور أفراد المجتمع بفقدان الأمن بصورة عرضية حتى وإن لم يقصد الجناة سلبهم ذلك الشعور؛ وذلك نتيجة لاستخدام الجناة وسائل من شأنها أن تحدث الذعر وتبث الرعب في نفوس أفراد المجتمع الفلسطيني بأن ضحاياه هم رجال المقاومة الفلسطينية في الغالب كون أن فلسطين محتلة من قبل الاحتلال الإسرائيلي.
