تمثل الفترة موضوع البحث (1327/ 1293هـ 1909/ 1870-م) فترة هامة جدّاً على الصعيد التاريخي لتطور علاقة الدولة العثمانية بالدول الأوروبية على جميع الأصعدة، وخاصّة علاقة الدولة العثمانية بألمانية تلك القوة الإستعمارية الناشئة على الساحة الدولية.
فلقد كانت حينها الدولة العثمانية تعيش مرحلة خطيرة جدّاً من صراعها مع القوى الإستعمارية العظمى في تلك المرحلة، من حيث الحفاظ على كيانها ووجودها، فقد تسابقت هذه القوى فيما بينها من أجل السيطرة على أكبر قدرٍ ممكن من ممتلكات "الرجل المريض" الدولة العثمانية.
وأمام هذه التحديات وقف أحد أكثر سلاطين بني عثمان إثارة للجدل والخلاف وهو السلطان عبد الحميد الثاني (1327/ 1293هــ 1909/ 1876-م9 والذي اختلفت الآراء حول حقيقة موافقه من المشكلات التي واجهت دولته في تلك المرحلة، وكيفية التصدي لها.
وبالمقابل ظهرت ألمانية كقوة سياسية جديدة منافسة على الساحة الدولة بزعامة شخصية عُرفت بالذكاء والحنكة والدهاء السياسي اتفق الجميع على تسميته "الرجل الحديدي" ألا وهو "بسمارك" والذي سعي ليجعل من دولته قوة عظمى في أوروبا والعالم، ثم جاءت شخصية ألمانيّة أكثر طموحاً وتطلعاً للتميز الألماني والتفوق في العالم وهو الإمبراطور "غليوم الثاني".
ولقد كان لهذا الإمبراطور آراء سياسية مميزة دفعت بألمانيا إلى أن تتصدر الساحة الدولية في تلك الحقبة، وكانت بالفعل قوة سياسية يحسب لها حساب، والذي انتهى به الأمر إلى دفع ألمانيا إلى تكوين حلف سياسي عالمي أفضى بها إلى خوض حرب عالمية (1918- 1914) خرجت منها مهزومة أمام قوى الإستعمار القديم.
