لا تعد هذه الرسالة التى خطها "اليعقوبي" مجرد تأريخ لأحوال الناس في الدولة الاسلامية ، وإنما انتقاءات من هذا التاريخ يقدمها المؤلف تطبيقا يؤكد المعنى المعروف والقول المشهور" الناس على دين ملوكهم" فمن المسلم به ان ما بين الرعية والملوك مثل ما بين الابناء والآباء، في التبعية و التقليد حتى أنه قديصل إلى التقليد في الضار، وهذه القاعدة التى لا مراء فيها نجدها أمامنا من خلال استعراض المؤلف لسير الخلفاء والملوك بدءا من خليفة رسول الله صلى الله عليه وسلم " أبي بكر الصديق" مستمرا حتى الخليفة "المعتضد" وهو يختص من سيرهم ما يتعلق بزهدهم وطريقتهم الحياتية بما فيها من تقشف وورع أو بذخ وترف، وما يترتب عليه للرعيه تبعا لذلك. وقد اتخذ "اليعقوبي" في رسالته التى بين يدينا الحديث بما قل ودل فهى وإن كانت رسالة صغيرة الحجم ، إلا انها وافية في الغرض منها بذكر أهم ما يميز كل حاكم مبتعدا عن الاسهاب أو التكرار، مرتبا إياها وفقا للتسلسل الزمني.
