ولا يقف المناخ الاستثماري عند حدود العوامل الاقتصادية، بل يدخل فيه درجة التجانس اللغوي والديني التي تساعد على توحيد السياسات والبرامج التسويقية، فضلاً عن أهمية العوامل السياسية، فقد أظهرت العديد من الدراسات وجود علاقة ارتباط موجبة بين درجة الاستقرار السياسي في الدول المضيفة ومعدل تدفق الاستثمارات الأجنبية، فإذا كان البلد لا يتمتع بالاستقرار السياسي فإن ذلك يؤثر سلبا في قرار المستثمر المحتمل، لما يؤدى إلى تراجعه مهما كانت الفرص الاستثمارية المتاحة أو الامتيازات المتوفرة لجذبه.كما يتوقف المناخ الاستثماري على بعض القوانين والمؤسسات المنظمة للأحوال الاجتماعية خاصة تلك المتعلقة بقوانين العمل ومدى إيجابيتها لجذب المستثمر الأجنبي.والاستثمار الأجنبي المباشر يشكل أحد أهم رؤوس الأموال التي شهدت تطورًا كبيرًا، نظرًا للدور المهم والحيوي الذي يلعبه في الرفع من القدرات الإنتاجية للاقتصاد، وزيادة معدلات التشغيل،بالإضافة إلى إدخال التقنية المتقدمة والإلمام بها من جهة، ومن جهة أخرى ظهور الحاجة إليه من طرف الدول النامية ناهيك عن الدول المتقدمة للاستفادة من تلك المزايا التي يتمتع بها.وتسمى التغييرات في السياسات الاقتصادية وبخاصة درجة الانفتاح الاقتصادي، والاستقرار الاقتصادي، بالحوافز الجيدة لأنها تعمل على تهيئة مناخ الاستثمار الكفيل بتحقيق النمو القابل للاستمرار وتنويع مصادر الدخل،وكتمييز لها عن الحوافز السلبية التي تنجح في جذب التدفقات الاستثمارية في مجال الأوراق المالية بدون خلق طاقة إنتاجية جديدة.ومن أجل الحصول على هذه المزايا، تحاول العديد من الدول ومن بينها الجزائر العمل على جذب الاستثمار الأجنبي المباشر إليها،وذلك من خلال إتباع سياسات اقتصادية مناسبة،واستخدام العديد من الحوافز والامتيازات المالية والتمويلية لدفع وتطوير المناخ الاستثماري بها.
