اتسمت عملية السلام مع إسرائيل بسمات أحالتها إلى تجربة استثنائية خارجة على المألوف في العلاقات الدولية وفي إدارة الأزمات فكان إبرام معاهدة السلام بين مصر وإسرائيل قبل حوالي 30 عاماً مبشراً بسلام سوف يحل بعد زمن الحروب، ثم كان انعقاد مؤتمر مدريد عام 1991انطلاقاً لآمال كانت متحفظة أو محيطة ورضى أصحابها يخوض التجربة آملين أن تنعم المنطقة بالسلام والأمن والتعايش دون حروب، لكن ما كان متوقعاً لم يحدث لأسباب عديدة ومتنوعة من أهمها أن خللاً أصاب إدارة عملية السلام منذ بدأت فالإختلاف كان شديداً بين مفهوم كل من الجانبين العربي والإسرائيلي لمعنى السلام والتفاوت كبير بين منطق إدارة كل منهما لعملية السلام هذا وغيره قد أقام حائط صد في وجه آية خطوة نحو بلوغ الهدف وذوال الأماني.
