شرفنى صاحب هذا العمل بتقديمه, وهو فى كل الأحوال تقدير يحسب له, ولقد شرفت بالإطلاع على المؤلف قبل أن يراه غيرى, ودون تحيز أقرر أن هذا العمل الموسوعى الضخم سوف يكون له أكبر الأثر فى تحول الفكر القانونى الذى كان سائداً تجاه المؤلفات الخاصة بموضوعات التقادم, لما حواه هذا المؤلف من فكر مستنير يضئ الطريق للكافة, فهو يتعرض لموضوعات التقادم برؤية عملية وعلمية متأصلة تنم عن شخصية صاحب هذا العمل الموسوعى الذى تلاحظ مدى عمقه فى البحث وخبرته العملية التى أفاض بها من خلال هذا العمل.

أما وقد قسم المؤلف كل قسم من هذه الأقسام الرئيسية الى عدد من الأقسام الفرعية بحيث تناول من خلالها جميع المشكلات الخاصة بهذا النوع وذلك الصنف من التقادم.
