يقدّم البروفيسور أورن يفتاحئيل، أستاذ الجغرافيا السياسيّة وتخطيط المدن في جامعة "بن غوريون" في بئر السبع، وأحد أبرز الأساتذة الجامعيّين النقديّين الما بعد صهونيّين في إسرائيل، في هذا الكتاب، تعريفاً شاملاً للنظام الإثنوقراطيّ عموماً، ويشرّح تطبيقاته في إسرائيل على شتّى الصعد من خلال تعقّبها بأناة وتمحيص دقيقتين.
وأوّل فحوى يطالعنا بها من هذا التعريف هو أنّه نمط نظام خاصّ، يعمل على تمكين "الأمة" المهيمنة، الّتي توصف في العادّة بأنّها "الجماعة المتميّزة"، من التوسّع والإيغال في فرض الإثنيّة، والسيطرة على الإقليم الجغرافيّ المتنازع عليه، وعلى الكيان السياسيّ.
وتوصف هذه الأنظمة بأنّها أطر شرعيّة وسياسيّة وأخلاقية مهمّتها إقرار كيفية توزع السلطة والموارد، وهي تجسّد هويّة وغايات مجتمع سياسي ما أولويّاته العمليّة، وتعتبر الدولة هي المشكّل الرئيسي للنظام، توفر له المؤّسسات والآليات والقوانين والأشكال الّتي تمنح الشرعيّة للعنف من أجل تنفيذ المشاريع الّتي يقرّها.
ووفقاً لهذا التعريف، فإن الأنظمة الإثنيّة قد تظهر بأشكال متعدّدة، منها حالات الدكتاتوريّة الإثنيّة، أو حالات الأنظمة الّتي تنفّذ إستراتيجيّات عنيفة للتطهير الإثنيّ، أو تلك الّتي تعتمد إستراتجيّاتها على عمليّات السيطرة والعزل.
لكنّ المؤلّف يركّز أساساً على الأنظمة الإثنيّة الّتي تقدّم نفسها على أنّها ديمقراطيّة وتتبنّى عدّة آليات ديمقراطيّة رسميّة، لكنّها تسهّل عمليّات التوسّع غير الديمقراطيّة للإثنيّة المهيمنة، ولذا يمكن وصفها بأنّها إثنيّة مفتوحة من ناحية إتّساع شهيّتها للسيطرة والهيمنة، وهي تضمّ في الوقت الراهن دولاً مثل سيريلانكا، وماليزيا، ولاتفيا، وصربيا، وإسرائيل، بالإضافة إلى حالات قديمة تعود إلى القرن التاسع عشر، مثل أستراليا.
