وضع مهندسو مؤتمر سلام الشرق الأوسط، الذي انطلق من مدريد سنة 1991، مسارين متوازيين للمفاوضات: الأول مسار ثنائي لحل صراعات الماضي، والثاني مسار متعدد الأطراف يركز على المستقبل، من خلال معالجة المشكلات الاقتصادية والاجتماعية والبيئية العابرة للحدود.
ومع أن المفاوضات المتعددة الأطراف جزء مكمل لمسيرة عملية السلام، فإن ما يعرف عنها هو الشيء القليل، إذ كانت التغطية الإعلامية، ضعيفة والاهتمام العام بها قليلاً. ولقد جرت هذه المفاوضات على مدار سبع جولات في إطار خمس مجموعات عمل منفصلة للبحث في قضايا التنمية الاقتصادية الإقليمية، ومصادر المياه، والبيئة، واللاجئين، وضبط التسلح والأمن الإقليمي، وذلك بدءاً من اللقاء الافتتاحي في موسكو في كانون الأول/ديسمبر 1992 بمشاركة 36 دولة، ثم تنقل بين عدد من العواضم، واستمر متقطعاً حتى سنة 1995.
لقد جاء إصدار هذا الكتاب ذي الطابع التسجيلي، مع قليل من العرض والتحليل، بهدف التأريخ لهذه المفاضوات وتوثيق محطاتها الأساسية، وبالتالي زيادة الوعي العام بها، مع إلقاء ضوء كاشف على القضايا التي تمت دراساتها في لجنة التوجيه العامة وفي كل واحدة من مجموعات العمل، بما في ذلك المشاركة الفلسطينية والأداء الفلسطيني في تلك المفاوضات. وقد حاول الكتاب تلخيص الإنجازات والإخفاقات، وعرض المساهمة التي قدمها "المتعدد" في دفع مسيرة السلام.
