هذا الكتاب هو استمرار لمشروع الكاتب الذي بدأه في اوائل الثمانينات لتتبع النظام الدولي كما بدأ منذ نهاية الحرب العالمية الثانية وتطور الحرب الباردة وانتهائها وحقبة التسعينات التي شهدت بروز القطب الواحد في السياسة الدولية، ويتابع هذا الكتاب رصد وتحليل الأدبيات السياسية في العلاقات الدولية، وعلى مدى السنوات العشر الماضية، وتحديداً خلال سنوات إدارة بوش الإبن، نم خلال المفاهيم والاستراتيجيات التي واجهها في إدارة علاقات أمريكا مع العالم، ويناقش الكتاب حالة السيولة وعدم اليقين الذي يعيشه النظام الدولي الراهن في ضوء صعود قوى أخرى مثل: الصين، وروسيا، فضلاً عن قضايا عالمية مثل العولمة والرأسمالية.
