من الواضح ان مفهوم التطوير التنظيمي ليس محل اتفاق حتي الآن بين رجال الإدارة ولكن يمكن تحديد مفهومه بالآتي (تغيير إسترتيجي ذو طابع علمي وعملي يتعلق بالمنظمة ومناخها وما بها من افراد وجماعات ونوع العلاقات بهدف تحسين مستوي الأداء) وهذا المفهوم واسع بحيث قد يتضمن المداخل التكنولوجية والفنية وطرق التصنيع والجوانب السلوكية والهياكل التنظيمية وأفرادها وتأقلم المنظمة مع البيئة الخارجية, ومن الافضل ان يكون القائم بالتطوير التنظيمي خبير خارجي حتي لا تؤدي المعايشة اليومية الي محدودية التطوير.
والتطوير التنظيمي ليس موضة ينبغي وجودها كلما علت الاصوات مطالبة بها, ولكنها ضرورة وجود للمنظمة إذا رغبت في إستمرارية النجاح, ولذلك فإن التطوير التنظيمي يبدأ حيث تظهر مشكلة معينة كإنخفاض الارباح أو وجود إنفصال بين العاملين والأدارة او عدم القدرة علي المنافسة او كثرة غياب العاملين او زيادة الانحرافات والشكاوي وما يشابه ذلك, وقد يكون السبب في المشكلة راجعاً لأسباب خارج قدرة إدارة المنظمة كالأساليب الخارجية والبيئية وقد يكون راجعاً لأسباب داخلية وما أكثرها.
ولكن ما ينبغي ان نؤكد عليه ان التطوير لا ينبع من وجود المشكلة فعلاً والاحساس بها فقد تكون المشكلة موجودة غير محسوسة او تكون غير موجودة حالياً ولمن من المتوقع تطويره كل فترة زمنية, فالعلاج عندما تظهر اعراض المرض محسوسة بل اذ ذلك هو الافضل وتتراوح فترة المراجعة التنظيمية ما بين 3-5 سنوات.
