تتلخص مشكلة هذه الدراسة في وجود فجوة غذائية تتسع بصورة تدريجية بين إنتاج الغذاء واستهلاكه في الأردن. ويترتب على ذلك ازدياد حجم المستورات الأردنية من الأغذية، حيث تشكل هذا الوضع عبئاً ثقيلاً على كاهل الاقتصاد الأردني، منعكساً على ازدياد العجز في الميزان المدفوعات الأردني نتيجة لاستمرار الضغط عليه، ويكرس هذا الوضع مزيداً من التبعية الاقتصادية للخارج، حيث يزداد حجم المستوردات والقروض والديون التي تسبب قلقاً كبيراً للحكومة والمواطنين على حد سواء.
تهدف هذه الدراسة إلى حصر الموارد الغذائية في الأردن وتقييمها من خلال تتبع الإنتاج والاستهلاك في الماضي والحاضر والمستقبل. كما تهدف إلى تشخيص المشكلة الغذائية من خلال تتبع مسيرة الاكتفاء الذاتي من الإنتاج لمعرفة مدى اتساع الفجوة الغذائية القائمة بين الإنتاج والاستهلاك من جهة، وبين الصادرات الغذائية ومستورداتها من جهة ثانية. وقبل البحث عن حلول لهذه المشكلة، لا بد أن نوضح تأثير المتغيرات المتنوعة المستقلة على المتغير التابع المتمثل في استهلاك الحبوب الغذائية والعلفية من جهة، وفي إنتاج الغذاء من جهة ثانية. وفي ضوء دراسة التوقعات المستقبلية للغذاء يصبح بالإمكان وضع التوصيات اللازمة لمواجهة المشكلة الغذائية آخذين بعين الاعتبار جميع الأسباب المؤدية إلى حدوثها وبخاصة مستوى الاستهلاك الغذائي.
