تُعد المساعدات الإقتصادية الخارجية إحدى أدوات التمويل الهامة للعديد من الدول النامية وبخاصة الدول الأفريقية منها؛ وبالرغم من تلقى دول القارة الأفريقية للمساعدات الإقتصادية الخارجية وخاصة دول أفريقيا جنوب الصحراء لفترات طويلة سواءٌ أكانت مساعدات رسمية أو من منظمات وجهاتٍ غير حكومية وسواء أكانت المساعدات تذهب بصفة أساسية لجوانب معيشية هامة بغرض تحسين خدمات التعليم والصحة وتوفير الغذاء للأطفال أو تذهب لجوانب تقنية وتطوير البنية المعلوماتية في تلك الدول فإن الدول الأفريقية وخاصة معظم دول إفريقيا جنوب الصحراء ما زالت تحتاج إلى دفعة قوية في جوانب التنمية المختلفة؛ بما يزيد من أهمية دراسة محددات وآثار الدور الذي تلعبه المساعدات الإقتصادية الخارجية في تلك الدول فضلاً عن دراسة كيفية إدارة كل من الجهات المانحة والمستقبلة لعمليات تقديم المساعدات الإقتصادية للوقوف على أهم جوانب الضعف ومعالجتها وأهم جوانب القوة وتدعيمها.
وتنبع أهمية الدراسة من تزايد حاجة الدول النامية إلى المساعدات الإقتصادية الخارجية بهدف توفير الإحتياجات الأساسية في خدمات الصحة والتعليم ودعم مشروعات البنية الأساسية وسد الفجوة بين الإدخار المحلي والإستثمارات المطلوبة، وتتزايد أهمية دراسة أثار المساعدات الإقتصادية الخارجية على إقتصادات الدول النامية في ظل نظام عالمي جديد يتسم بتكرار وسرعة إنتشارات الأزمات المالية العالمية وما لها من تداعيات على كل من دول الشمال المتقدم ودول الجنوب النامي.
