شرع الفرنسيون في أعمال الإرهاب منذ شهر آذار سنة 1945م، أي عندما قرر الجنرال بينيه سفره إلى باريس، ولكنهم لم يعمدوا إلى القيام بها دفعة واحدة في كل مكان بل جعلوا يتدرجون بها من القرى النائية إلى الطرق العامة إلى المدن.
ومن عنف طفيف إلى مضايقة جريئة إلى إستعمال الأسلحة النارية للتهديد أو للفتك، وكانوا في كل مرحلة يتلمسون الطريق ويتبيَّنون الأثر الذي تحدثه أعمالهم فإذا كان عنيفاً تريثوا وأعدوا العدة للمرحلة التالية، وإذا كان طفيفاً أعقبوه على الأثر بعمل أشد عنفاً منه.
