وثيقة "أولويات الإعلام الإسرائيلي لعام 2003"، أعدت لصالح مؤسسة ويكسنر وهي مؤسسة تقوم بتحويل مجموعة من المبادرات المؤيدة لإسرائيل، ومن ضمنها تنظيم برامج الزيارات المجانية للشباب اليهود الأمريكيين الراغبين بزيارة إسرائيل. الوثيقة أعدتها مؤسسة لونتز للأبحاث، وهي أحد المؤسسات الرائدة في مجال العلاقات العامة واستطلاعات الرأي في الولايات المتحدة الأمريكية، التي تعمل مع مشروع إسرائيل، وهو تجمع من المؤسسات، والمستشارين السياسيين ورجال الأعمال المؤيدين لإسرائيل.
تضع وثيقة "أولويات الإعلام الإسرائيلي لعام 2003" الخطوط العريضة للمدافعين عن إسرائيل والمتحدثين باسمها حول كيفية استغلال آخر المستجدات على الساحة الدولية وعلى رأسها التخلص من نظام صدام حسين في العراق. وفي هذا الإطار تدعو الوثيقة المتحدث الإسرائيلي إلى أن يشدد في كل مرة على أن "إسرائيل كانت وراء الجهود الأمريكية لتخليص العالم من هذا الدكتاتور وتحرير العشب العراقي.
وفي الوقت ذاته، لا نحبذ الوثيقة أن يمتدح أي متحدث إسرائيلي الرئيس جورج بوش شخصياً، بل يجب أن يكال المديح للولايات المتحدة الأميركية الوثيقة تنظر إلى تعيين محمود عباس، أول رئيس وزراء للسلطة الفلسطينية على أنه جاء في الوقت الخطأ، لأن لدى الأخير فرصة لتحسين صورة الفلسطينيين، والتي طالما سهل على المتحدث الإسرائيلي تصوير عن بالإرهابيين بقيادة الرئيس ياسر عرفات، على حد تعبير الوثيقة.
