ولد الدكتور عبد الباسط سلمان في بغداد بالعراق وسط عائلة تهتم بالأدب والثقافة. حصل على شهادة الدكتوراه في الإذاعة والتلفزيون، كما حصل على شهادة "ما بعد الدكتوراه" (بالإنجليزية: Post Doctorate ) في الإعلام الرقمي. [1]
