تم اختيار موضوع الدراسة للتعرف على مدى استخدام جهاز الرقابة الشعبية لمؤشرات تقييم الأداء في تقييم أداء الشركات العامة الصناعية.
وقد حدد الباحث بالخصوص سبعة مؤشرات على التوالي هي: مؤشر معدل العائد على الاستثمار، ومؤشر تغطية الأعباء الثابتة، ومؤشر الميزانيات التقديرية ومؤشر الربحية ومؤشر القيمة المضافة، ومؤشر معدل استغلال الطاقات، ومؤشر الإنتاجية.
وقد استهدفت الدراسة النقاط التالية: مناقشة المفاهيم الأساسية لتقييم الأداء والتمييز بين قياس وتقييم الأداء وكذلك بيان الأسس الفكرية لمؤشرات تقييم الأداء المشمولة بالدراسة وأهميتها، تحديد مدى معرفة القائمين على جهاز الرقابة الشعبية وإلمامهم بمؤشرات تقييم الأداء وكذلك التعرف على ما إذا كان جهاز الرقابة الشعبية يستخدم مؤشرات تقييم الأداء من عدمه، وحصر مؤشرات تقييم الأداء المستخدمة من قبل الجهاز، والتوصل إلى مجموعة من النتائج واقتراح التوصيات التي تكفل استخدام جهاز الرقابة الشعبية لمجموعة من مؤشرات تقييم الأداء. وقد تم تقسيم الدراسة إلى خمسة فصول يتناول الفصل الأول منها الإطار العام للدراسة، أما الفصل الثاني فيتناول مفاهيم وأهداف وأسس قياس وتقييم الأداء، ويتناول الفصل الثالث مؤشرات تقييم الأداء، فيما تناول الفصل الرابع تحليل البيانات واختبار فروض الدراسة، أما الفصل الخامس فيتناول خاتمة الدارسة.
