يتكون هذا الكتاب من مدخل نظري حول السياسات وتحليلها وصنعها وتنفيذها وتقييمها والعوامل المؤثرة فيها، ومع أن محتوى المدخل النظري أقرب للسياسات العامة وهو أمر طبيعي ففي نهاية المطاف لا يمكن الفصل بين السياسات العامة والسياسات التعليمية، إلا أنني جعلت هذا المحتوى ذا صلة بميدان التعليم إلى حد كبير.
أما القسم الثاني فهو دراسات حالة للسياسات التعليمية في بعض البلدان ولبعض القضايا التعليمية، ولم يأت إختيار البلدان المختارة عشوائياً بل عن وعي، وذلك لأكثر من سبب موضوعي وشخصي؛ لقد اخترت بلداً عربياً وهو قطر التي استبدلت منذ مطلع هذا القرن سياسة تعليمية بسياسة تعليمية جديدة تماماً وربما تكون مجازفة بعض الشيء وبسرعة.
وعلى المستوى الشخصي فقد عملت في قطر معلم مدرسة في ظل السياسات التعليمية السابقة، ولدي إطلاع معقول نسبياً على السياسة الجديدة كما شاركت في برامج التطوير المهني لعدد من المدارس.
