فيقدم منهجا يعتمد على أربعة عناصر هى: اكتمال التغطية, والإستنادية, والموصلية والمتاحية, لقياس مدى نجاح هذه الأنشطة والأعمال الببليوجرافية فى مهمتها, وتقدير قيمتها الفعلية ودرجة الاعتماد عليها, وبيان العوامل الثابتة والمتغيرة المؤثرة فى ذلك, فضلا عن وضع تصور لوسائل تحسين فعالية أدائها وتطويرها فى المستقبل فى ضوء الأمكانات التى تتيحها التكنولوجيات الحديثة للمعلومات.
