يتناول هذا الكتاب تطور الهيكل التنظيمي والإداري لجماعة الإخوان من منظور شامل، يأخذ في الاعتبار السياق الاجتماعي، والاقتصادي، والسياسي الذي نشأت فيه الجماعة، وكيف انعكس ذلك في وحداتها الإدارية. كما يتطرق الكتاب إلى السمات العامة لهذا الهيكل سواء في ما يتعلق بالمركزية والشخصنة في عملية صنع القرار أو في ما يتعلق بسيطرة النزعة العسكرية وهيمنة الأيديولوجيا وغياب الطابع الديمقراطي.
ويتعقب الكتاب أهم مراحل تطور الهيكل التنظيمي والإداري منذ نشأة الجماعة عام 1928 حتى ما بعد ثورة 30 يونيو 2013؛ مع توضيح سمات كل مرحلة، وكيف جاءت تجسيداً لطبيعة العلاقة بين جماعة الإخوان والحكومات المصرية المتعاقبة. كما يُحلل الكتاب طبيعة دور المرشد العام لجماعة الإخوان والهيئات التنظيمية المرتبطة به مباشرة، وكيف أسهمت السمات الخاصة لكل مرشد في تطور بناء الجماعة التنظيمي والإداري.
ويخلص الكتاب إلى أنه في الوقت الذي يبدو فيه الهيكل التنظيمي والإداري يتسم بالطابع المؤسساتي، فإن طريقة تسيير شؤون الجماعة تنحو إلى الفردية والشخصية، وهيمنة المرشد والقيادات العليا على عملية صنع القرار؛ فعلى سبيل المثال، فإن مجلس الشورى برغم أنه يأتي في موقع متقدم بالنسبة إلى البناء التنظيمي للجماعة، ويتمتع بصلاحيات كبيرة، فإنها تظل مقيدة وتخضع للمرشد العام.
