يضم هذا الكتاب بين دفتيه، الوقائع الكاملة للحلقة النقاشية حول "الخصخصة وتحديات التنمية المستدامة في الأقطار العربية"، التي أقامتها المنظمة العربية لمكافحة الفساد في بيروت، بتاريخ 5 آذار/ مارس 2010، وقد شارك في هذه الحلقة عدد من المفكرين والناشطين السياسيين والمهتمين بالشأن العام، كما شارك فيها عدد من الخبراء والإقتصاديين من عدة أقطار عربية، إضافة إلى بعض الفاعليات البحثية والأكاديمية ممن يمثلون مختلف الإتجاهات السياسية والإقتصادية والفكرية والثقافية، المهتمة بقضايا الإصلاح وتعزيز الشفافية ومكافحة الفساد في الأقطار العربية.
وقد أرادت المنظمة العربية لمكافحة الفساد من خلال هذه الحلقة النقاشية، تسليط الضوء على سياسات الخصخصة وتطبيقاتها في عدد من الأقطار العربية، التي احتلت وما زالت تحتل مكانة مبالغاً فيها في سياسات الإصلاح الإقتصادي لهذه الأقطار، على حساب الإهتمام بشؤون أكثر تأثيراً في بناء الإقتصاد وتكوين قواعده الإنتاجية، بل وعلى حساب الإهتمام بالمبرر الأساسية لسياسة الخصخصة، وهو تحرير الأسواق ومكافحة الممارسات الإحتكارية فيها، إذ تركزت تلك التطبيقات بدلاً من ذلك على بيع الممتلكات والأصول العامة للقطاع الخاص، وإجراء ذلك أحياناً بإحلال الإحتكار الخاص محل الإحتكار العام، أي في صورة تتناقض في الأساس مع الفلسفة الإقتصادية الليبرالية التي تتمّ باسمها تلك التطبيقات.
وقد انطوى ذلك الإنحراف في سياسات الإصلاح الإقتصادي على تشجيع لعوامل تزيد من الفساد، أخطرها إضعاف الدولة، ليس من خلال سلبها ملكيتها لمرافقها العامة فحسب، بل أيضاً من خلال تمكين المصالح الخاصة في قطاع الأعمال من التغوّل على سلطات الدولة، وإضعاف مستوى عنايتها بمصالح الشرائح الأقل حظاً في المجتمع، وما يعنيه ذلك من توسيع للفوارق بين الحيز العام والحيز الخاص، وجعل إمكانية تحقيق طموحات الشعوب بالحرية والديمقراطية والعيش الكريم، تتراجع إلى أفق زمني بعيد الأمد.
والهدف من نشر هذا الكتاب هو إثارة النقاش العلمي والموضوعي، الذي يساهم في تنمية الثقافة العامة للمواطنين العرب، بما يتيح لهم الممارسة الواعية لدورهم في مكافحة الفساد وتعزيز الشفافية وحماية المال العام، والمشاركة في إقامة الحكم الديمقراطي الصالح في سائر أقطارهم.
