يتطرق الكتاب إلى النزاع بين الحركة الصهيونية والعرب على مياه حوض الأردن منذ عام 1897، ثم بين إسرائيل والعرب منذ عام 1948 وحتى حزيران 1967، ويستعرض المؤلف بالتفصيل والمراجع دور الولايات المتحدة في تهدئة ذلك النزاع بدءاً بجهود المبعوث الخاص للرئيس الأميركي إيزنهاور، السفير إيريك جونستون ويعرض جهوده مع الجانب العربي والجانب الإسرائيلي في أربع جولات مكوكية بين الأطراف المعنية، حتى نجح في اتفاقه مع الأطراف على المستوى السياسي. كما يواصل المؤلف استعراض دور الولايات المتحدة في تمويل مشاريع المياه داخل الحوض على الجانب الأردني وعلى الجانب الإسرائيلي، وإلى قرار إسرائيل تحويل جزء من مياه نهر الأردن إلى صحراء النقب. ويستعرض المؤلف الموقف العربي تجاه النوايا الإسرائيلية ومؤتمري القمة اللذين عقدا لمواجهة القرار الإسرائيلي، والمشروع العربي الذي أقره مؤتمر القمة في الإسكندرية عام 1964 والمضي فيه إلى أن توقف التنفيد في لبنان وسوريا قبل حرب حزيران وفي الأردن، إثر تلك الحرب.
ويقدّم المؤلف تفصيلات مثيرة عن الموضوع وتحليلاً لتأثير الخلافات العربية على المجهود المشترك لاستغلال مياه الحوض كما يتناول علاقة مياه نهر الأردن بحرب حزيران عام 1967، مستنداً إلى وثائق من مصدرها. ويكون الكتاب بذلك أول مساهمة لمؤلف عربي في توثيق هذا الموضوع خدمة للباحثين والمتهمين، وإثراءً للمكتبة العربية.
