إن هذا الكتاب يتضمّن ثلاث دراسات كتبتها حول "مسودّة قانون النفط والغاز". نشرت الدراسة الأولى في 31/1/2007، تعد أن اطلعت على مسودّة القانون المؤرّخة في 15/1/2007، تحت عنوان "ملاحظات حول مسودّة قانون النفط والغاز". ونشرت الدراسة الثانية، تحت عنوان "مرّة ثانية: ملاحظات حول مسودّة قانون النفط والغاز"، في 15/3/2007، بعد أن اطلعت على مسودّة القانون المعدّلة والمؤرخة في 15/12/2007 مع الملاحق الأربعة، ومع مذكّرة تفاهم بين الحكومة العراقية المركزية وحكومة إقليم كردستان مؤرّخة في 26/02/2007. أما الدراسة الثالثة فلقد نشرت في 09/05/2007، تحت عنوان "مرّة ثالثة: ملاحظات حول مسودّة قانون النفط والغاز"، وذلك بعد اجتماع مجلس النواب العراقي وعدد من الخبراء في دبي في 18/04/2007، وبعد صدور بيان وزير الثروة المعدنية لإقليم كردستان في 27/05/2007، نيابة عن حكومة الإقليم، يعارض فيها الملاحق الأربعة. يلاحظ القارئ أنّ الدراسات تضمّنت أمورا كثيرة متعلّقة بالسياسة النفطية العراقية وكيفيّة استغلال هذه الثروة، إضافة إلى علاقة مسودة القانون الدستور العراقي، وتفاصيل عن معنى عقود المشاركة بالإنتاج، والدور المقبل لشركة النفط الوطنية حسب مفهوم مسودّة القانون، كذلك حول أهميّة وجود سياسة نفطية مركزية موحّدة للسيطرة على الانتاج والتصدير، اضافة إلى ردود على موقف حكومة إقليم كردستان. لذا فإن هذه الدراسات لا تناقش بنود مسودّة القانون فحسب بل تعدّدها إلى السياسة النفطيّة العراقيّة عامّة والضرر الذي سيصيب العراق في حالة تمرير القانون. إن الدراسات الثلاث مترابطة وتكمل الواحدة الأخرى.
