أضحت المجتمعات اليوم في صورة متقدمة من التعامل مع شريحة ذوي الإعاقة التي إزدادت حاجاتها وتعددت مطالبها وتوالت مصائبها رغم الجهود المبذولة لمساعدتهم من ناحية ولإعادة دمجهم في المجتمع من ناحية أخرى لتصبح شريحة تعتمد على نفسها نوعاً ما، وهذا شيء حتمي وبديهي وعقلي ومنطقي إذ أن ترك هذه الشريحة يمثل أشكال للمجتمع خصوصاً المتحضر منه لما به من زخم ولما تعتريه من مشاكل تتزايد كلما تزايدت تطورات المدنية ولإنشغالها بنفسها وفي ترتيب حالها وهم أشخاص يكون القصور فيهم في إحدى الإعاقات الكثيرة والتي سوف يتم ذكرها داخل هذا الكتاب ويحتاجون عناية من نوع خاص ويمكن عجزهم هذا ليس في همتهم أو عزيمتهم أو طموحهم وإنما هو نتاج لقلة المقدرة بسبب هذه الإعاقة لذلك لا يستطيعون القيام بجميع الأنشطة كما يقوم بها أفراد المجتمع الإصحاء، بغض النظر عن أن الإعاقة حالة وراثية أو خلل ماء في خلايا الجسم كانت أو نتاج حادث إلى إعاقة حركية أو حسية أو ذهنية أو عقلية.
