إن ميناء الاسكندرية باعتباره من اقدم المواني على حوض البحر المتوسط فقد نسج حوله بنسيج من القررات والمنشورات الداخلية لذا لزم دراسة اهم القرارات وإبرازها لتظهر من خلال ثنيا تلك القرارات المتعددة القواعد الأساسية لأنظمة التفريغ لذلك كان من الضرورى لكل من يتامل مع المواني والجهت الرقابية الخرى و خاصة ميناء الاسكندري ان يدرس انظمة التفريغ حتى يمكن ان يتلافى المشاكل والعقبات التى تعترض طريقه.
كما ان تلك الدراسة ضرورية لجميع المسئولين والمهتمين بتطوير خدمات النقل البحري بعتبار ان انظمة التفريغ جزء لا يتجزاء من تلك الخدمات كما يستلزم بالضرورة تطوير نظم المواني وأسلوبه لكي يتلاءم مع العصر سواء كانت في المواني المصرية او المواني العربية.
