يتضّمن هذا الكتاب – التقرير حال الأمة العربية 2010 – 2011 رياح التغيير، فقد بدأ بأوائل العام 2010 من حيث انتهى التقرير السابق عليه، وامتد برصد الأحداث والمتغيرات وتحليلها إلى أوائل أيار/مايو 2011، نتيجة التطورات المتسارعة في تونس ومصر. ثم إن تداعيات التحولات الثورية في الأقطار العربية- وفي مصر بالذات – بدأت تؤتي ثمارها، كما في التوصل إلى المصالحة الفلسطينية في نهاية نيسان/أبريل2011، بكل ما يعنيه ذلك من آفاق أفضل لمستقبل القضية الفلسطينية، وهو ما لم يكن ممكناً لهذا التقرير إغفال الإشارة إليه.
لذا، خُصّ مشهد الثورات والحركات الاحتجاجية العربية بفصل خاص، تميز بتحليل هذه البيئة الجديدة، وبيان العوامل الممهدة والمتراكمة عبر الزمن، مثل الاستبداد وتأبيد السلطة، بل وتوريثها، واستشراء الفساد، وضعف مستوى التنمية، وكذلك العوامل المعجّلة بالثورة أو المشعلة لها، ثم بيان خصائص تلك الثورات والحركات المطلبية.
وقد جاء التقرير لهذا العام في أحد عشر فصلاً؛ فَهي تغطي الإطار العالمي، والإطار الإقليمي (تركيا وإيران)، والنظام العربي، وثورة الديمقراطية في الوطن العربي، والصراع العربي-الإسرائيلي، والأوضاع في كلٍّ من: لبنان والعراق واليمن والسودان والصومال، وأخيراً أداء الاقتصادات العربية.
