ويأتي هذا الكتاب لاستكشاف آفاقٍ لتطوير الاقتصاد القائم على المعرفة، والتعرف عليه، والعوامل الرئيسية الداعمة لتحقيق التنمية الاقتصادية المستدامة، وذلك في ظل غياب أي دراسات علمية سابقة في هذا الجانب في سلطنة عمان.ويرى الكاتب أن: اقتصاد المعرفة لن يظهر في عمان على المدى القصير أو حتى على المدى المتوسط (خمسة إلى عشرة أعوام)، بل سيستغرق هذا التحول وقتا أطول.
وبالتالي يتوجب إيجاد المؤسسات والهياكل التنظيمية التي تدعم هذا التحول الاقتصادي، وترصد التطورات المستجدة، وتحل المشاكل الناجمة وتبتكر الحلول. وفي هذا الصدد، لا بد من معالجة نقص البيانات الاقتصادية والاجتماعية للاقتصاد العماني على سبيل الأولوية ذلك أنه سيكون من السهل رصد التقدم نحو اقتصاد المعرفة عبر سلسلة منتظمة من الإحصاءات الموثوقة عن مؤشرات الاقتصاد الجديد ومرتكزاته وعناصره. مما يعزز تطوير الحلول المبتكرة والسريعة والملبية لمتطلبات المرحلة الانتقالية لنتفيذ دراسات تحليلية لخيارات الاستراتيجيات المختلفة للتنمية، على أسس إحصائية حديثة وموثوقة، على القطاعات والصناعات ذات الصلة بالاقتصاد الجديد والمجتمع في عمان.
