يسعى هذا البحث إلى توضيح مفهوم الدولة الفيدرالية وخصائصها ونماذجها، ومدى النجاح الذي حققته الدول التي تبنته وما هي مواطن الضعف والقوة، وإن الخوض في تفاصيل هذه النقاط استلزم إطاراً نظرياً لتوضيح الأسباب الكامنة وراء تبني بعض الدول للأنموذج الفيدرالي، وقد جاءت أهمية الموضوع كون موضوع الفيدرالية أصبح من أكثر المواضيع نقاشاً على الساحة العراقية سيما بعد عام 2003، بالإضافة إلى أن موضوع الفيدرالية وخصائص الدولة الفيدرالية هي كبيرة بسبب الحاجة إلى رؤية موضوعية تقيم هذا الشكل من الأنظمة والتي تلاقي نجاحاً وإستحساناً في دول، وإضطراباً في دول أخرى بما ينعكس أخيراً على مستوى قبول أو رفض فكرة الفيدرالية في البلدان الحديثة عليها، وعليه تناولنا هذا الموضوع بالتفصيل مع ذكر نماذج لبعض الدول الفيدرالية، التي استطاعة أن تجعل من الفيدرالية عاملاً إيجابياً على وفق ظروف معينة تطرق في تلك الدول، وتكون عامل تقسيم لبعضها الآخر من الدول، خصوصاً تلك الدول التي شهدت حكماً مركزياً قوياً منذ نشأتها، فهي معتادة على مركز قوي ويمنح الأقاليم أو المحافظات بعض الإختصاصات الإدارية، فمن الصعوبة إعطاء هذه الأقاليم والمحافظات ذات الطابع الإداري إختصاصات ذات طابع سياسي ومنحها إستقلالاً أكبر، كذلك فإن أهمية الموضوع تنبع من خلال طرح الأسئلة الآتية، ما الجدوى من تطبيق الفيدرالية بوصفها نظاماً للحكم، وما هي العوامل التي تدفع بدول دون سواها إلى تطبيق أو تبني مبدأ الفيدرالية في الحكم، وأين هي مواطن القوة والضعف في هذه الأنظمة.
من هنا، حاول هذا الكتاب الإجابة على هذه الأسئلة من خلال دراسة للفيدرالية كإطار نظري ودراسة تطبيقاتها في دول مختارة ومدى النجاح الذي حققته الفيدرالية في كل منها، ومن ثم تطرق إلى المشروع الفيدرالي في العراق وما يمكن من الإستفادة من هذه التجارب.
