يشهد العالم المعاصر تغيرات نوعية غير مسبوقة تتمثل في التقدم العلمي والتكنولوجي وثورة الإتصالات والتكتلات الإقتصادية وغيرها، وقد أفرزت هذه التغيرات العديد من التحديات، من أهمها التحديات التربوية التي تتجسد في إعداد الإنسان المتميز القادر على التكيف والتوافق مع القدرات التنافسية التي يتطلبها عالمنا المعاصر.
كما نجد حدوث تحول جذري في مفهوم التعليم من المفهوم التقليدي الجامد الذي يقصر عمليات التعليم على ما تقوم به المؤسسات التعليمية من وظائف تقليدية إلى مفهوم التعلم الذاتي، والتعليم المستمر أو التعلم مدى الحياة وهو مفهوم الذي يتفق مع طبيعة العصر ويستجيب لحاجات الأفراد ومتطلبات سوق العمل.
ولما كانت الكويت شأنها كل الدول الساعية إلى التقدم لما فيها من بنية تعليمية جيدة ومستقرة فهي تسترشد بخبرات بعض الدول في مجال التجديدات التربوية مع الأخذ في الإعتبار القوى والعوامل الثقافية، ومن هذه الدول الولايات المتحدة الأمريكية واليابان وإنجلترا، فقد احتلت هذه الدول مراتب متقدمة في الإتخاذ بكل ما هو جديد والعمل به، بل والعمل المستمر على تطويره.
وتقوم الإتجاهات الإدارية الحديثة على توفر عدد من العناصر التي تعتبر أساسية وبدونها لا يمكن أن تكتسب أية إدارة تربوية صفة المؤسسية أو الحركة الذاتية الضرورية لأداء مهامها وتحقيق أهدافها، وفيما يلي أهم هذه العناصر.
1-القوة أو العناصر البشرية المفترض ان تكون ذات مواصفات ملائمة لتحقيق العمل التربوي، 2-الإطار التنظيمي المؤسسي (Institutional Framework) للإدارة التربوية من حيث المستوى والصلاحيات وحدود العمل والحركة والنظم والقوانين واللوائح ونظم الحوافز، 3-برامج العمل مشفوعة ببيان الأهداف والغايات النهائية أو المرحلية للعمل الإداري التربوي، 4-الإمكانيات والتسهيلات المادية من أبنية ومعدات وتجهيزات وأدوات وميزانية وغيرها مما لتحقيق أهداف البرامج المطروحة، 5-العوامل المؤثرة في العمل تعتبر جزءاً أساسياً من قدرتها على الإنجاز (كالبيئة الإجتماعية والثقافية السائدة، والعوامل المناخية، والتكوين النفسي للأفراد والعاملين، ومستويات الحوافز وغيرها).
