هذا كتاب في التاريخ الليبي الحديث والمعاصر، يتّخذ من نظرية ما بعد الاستعمار إطاراً عاماً له، يعالج من خلاله هذا التاريخ. وبذلك فهو يبرز وجهة نظر المهمّشين (السواد الأعظم من الشعب)، ورؤيتهم إلى أنفسهم والآخر، وتاريخهم، ما يعني أنه يقف موقفاً نقدياً من فلسفة ورؤية الاستعمار الأوروبي والمركزية الأوروبية.
وهو كتاب كُتب من قِبَل عالم سياسة ليبي يعيش في أمريكا منذ حوالى 30 سنة، يخاطب فيه القارئ الغربي أساساً. وهو عالم سياسة ليبي كان أجداده المباشرون وأبواه، كالغالبية الساحقة من معاصريهم الليبيين، قد عايشوا بعض فصول هذا التاريخ، تلك الفصول الأشد ضنكاً وقسوة، وتأذّوا منها.
وتفترض هذه الدراسة أن المنظورات الفردية الذاتية والمواد الوثائقية الموضوعية، معاً، هما مصدران أساسيان لاستيعاب صناعة التاريخ. وعليه، تتفحص فصول هذا الكتاب السيرورات الاجتماعية التي تُنتج وتكيّف أصوات الليبيين العاديين في استجابتهم للضغوط والفرص، مع التفات خاص إلى الفلاحين والعمال المهاجرين والبدو والنساء والعبيد وضحايا المعتقلات الجماعية الفاشية، ولا سيما في مرحلة مقاومة الاحتلال الإيطالي.
إن هدف كتاب "الأصوات المهمّشة: الخضوع والعصيان في ليبيا أثناء الاستعمار وبعده"، هو إعادة التفكير في تاريخ التحليلات الاستعمارية والوطنية لليبيا الحديثة. وهو ينتقد التوجهات البحثية الراهنة حول ليبيا كونها تتجاهل المجتمع الليبي وثقافته. ويحاول المؤلّف أن يثبت أن المجتمع الليبي قد واجه، أثناء الاستعمار وبعده، تناقضات الحداثة، والإبادة، والدولة الوطنية، والاستلاب.
