ولا يترادف المضمون الحقيقى لعملية المراهنة مع مجرد مراجعة مؤهلات ومدة خبرة المتقدم لشغل الوظيفة. لأن ذلك أمر يمكن تحقيقه بالعودة إلى الوثائق التى يقدمها طالب العمل. بل إن المراهنة العلمية هى عملية بحث وإستقصاء نفسى/ إجتماعى للوصول إلى أعماق النفس الإنسانية التى تستخدم للعمل ومجاهدة للتعرف على ميولها وإستعداداتها وأذواقها الباطنة ومزاجها الخلفى وطباعها وعاداتها المهنية ونظرتها الفلسفية إلى الحياة وفكرتها الثابتة بالخبرة والتعامل مع النفس, وتقدير الواجب والمسؤلية والأعتزاز بالكرمة المهنية.
هذا وسوف نتناول فى الصفحات القادمة المراحل المختلفة التى تمر بها عملية المراهنة وهى التوصيف ثم الإستقطاب ثم نستعرض وسائل الإستعلام عن المتقدم ثم إجراء الكشف الطبى عليه ثم إصدار قرار التعين هذا مع ملاحظة أنه قد يختلف ترتيب هذه الخطوات من منظمة لأخرى أو من وظيفة لأخرى.
