يمثل القطاع العقاري محوراً رئيسياً للتنمية الشاملة في الاقتصادات المختلفة، وذلك لوجود علاقات متشابكة بينه وبين العديد من قطاعات الأنشطة الاقتصادية الأخرى، وشهد نشاط التمويل العقاري في جميع دول العالم نمواً ملحوظاً وبنسب مختلفة، وصارت له منظومة متكاملة تهدف إلي تحقيق أهداف التنمية الاقتصادية والاجتماعية لمجتمعات مختلف الدول. حيث بلغت نسبة قروض التمويل العقاري- عموماً- من الناتج المحلي الإجمالي حوالي (70%) في الدول المتقدمة، و (20%) في الدول النامية والناشئة، وأسهم في ذلك عدة عوامل إلي جانب العوامل السكانية.
ويتناول الكتاب عرضاً مفصلاً لمنظومة التمويل العقاري في مصر، ودروه في تحقيق أهداف التنمية الاقتصادية والاجتماعية المنشودة، من حيث الإطار التشريعي والمؤسسي للتمويل العقاري وآلياته، وأطرافه الرئيسية واجراءاته وضوابطه وفقاً لقانون التمويل العقاري رقم (148) لسنة 2001 ولائحته التنفيذية بالقرار رقم (1) لسنة 2001. وقد أضيفت للكتاب ملاحق بالقوانين والقرارات الأخرى ذات الصلة بالقانون المذكورن وحيث استحدث نشاط (التوريق) في مجال التمويل العقاري لمواكبة التشريعات والنظم الدولية، بالإضافة إلي عرض للتجارب الدولية في مجال التمويل العقاري كدروس مستفادة.
