تأتي أهمية هذا الكتاب من كونه لا يرتكز على أيَ عقيدة سياسية بالمعنى الضيق للكلمة. ولا يحاول إقناع طرف بصحة أفكار الطرف الاخر ولا يعزف على الوتر الديني لأيَ جهة.
يقول شهاب: "عندما أتكلم على "الضمير الوطني" فإنني أتوجه إلى جميع اللبنانيين المدركين أنهم مواودون أم متحدَرون من أهل ولدوا في أرضٍ حدودها معروفة باستثناء مزارع شبعا والحدود البحرية طبعاً(...). أتوجه إلى هذا اللبناني الذي يكتشف مندهشاً مناطق الجنوب المتألَق. أتوجه إلى لبنان آخر يلتقي، وهو يمشي في غابة القموعة العظيمة في عكار، بفلاح يحدَثه بلهجته المحلَية ولكن بلكنة غير مفهومة. هؤلاء... بقدر ما هم غرباء عن بعضهم البعض، بقدر ما يدركون أنهم يستوطنون الأرض نفسها في بلدٍ واحد (...) أقول لكم: "إقرأوا هذا الكتاب حتى النهاية" فأنا أعوَل على فضولكم في اكتشاف زاوية أو اعتماد مقاربة جديدة لمشاكلنا الوجودية" (...)".
جاء الكتاب في ستة أقسام تتناول الواقع اللبناني المعاصر في محاولة من المؤلف لوضع خطة أوروزنامة تمكن من بناء دولة حديثة كما يريدها كل لبناني...
