يشكّل هذا الكتاب دراسة في قانون رعاية القاصرين العراقي مع الإشارة إلى تشريعات عربية في هذا المجال والقانون العربي الموحد للأحوال الشخصية.
القانون الذي يشرحه المؤلف هو قانون رعاية القاصرين رقم 78 لسنة 1980م الذي يتولى تنظيم شؤون القاصرين ومن في حكمهم إضافة إلى المحافظة على أموال القاصرين واستثمراها بما يحقق منافع أكثر لهم .. ويقصد بالقاصرين لأغراض هذا القانون، الصغير والجنين والمحجوز والغائب والمفقود. كما يتناول قانون الرعاية الإجتماعية رقم 126 لسنة 1980 ومواده التي تخص حماية ناقصي الأهلية أو فاقديها كالمواد (13، 116، 21). وقانون رعاية الأحداث رقم 16 لسنة 1983 وهو قانون خصصه المشرع لموضوع مسؤولية الأولياء وسلب الولاية ويتضمن المواد 29-38 من القانون.
كما يرجع المؤلف إلى قانون الخدمة والتقاعد العسكري رقم (1) لسنة 1975 وقانون الخدمة وتقاعد الأمن الداخلي رقم (1) لسنة 1978 للبحث عن الأحكام التي تتعلق بالمفقود العسكري ومنتسب قوى الأمن الداخلي.
جميع هذه الحالات يشرحها المؤلف ببنودها القانونية مع دليل عملي في إدارة أموال القاصرين لذلك: اقتضت خطة الدراسة تناولها في بابين:
الباب الأول - وهو دراسة حول الولاية والوصاية والقوامة.
الباب الثاني - وهو بحث في حماية أموال القاصرين وإدارتها.
