إن التطور في دور الدولة نتيجة للأتساع في نشاطها ووظائفها اعطى مبرراً لزيادة نفقاتها العامة، والحصول على الايرادات لتغطية هذه الزيادة في النفقات وبصورة خاصة بعدما أصبحت مسؤوله عن تحقيق التوازن الاقتصادي والاجتماعي فضلا عن محاولاتها الجادة في اعادة توزيع الدخل القومي بين افراد المجتمع هذا من جهة، ومن جانب اخر استحوذ موضوع التنمية المستدامة على الاهتمام الكبير للعالم منذ اواخر القرن الماضي ليتبوء مكانه على صعيد الساحة الاقتصادية والاجتماعية العالمية، وبدأ استخدام هذا المصطلح كثيرا في الادب التنموي المعاصر بوصفها نمطاً تنموياً يتصف بالعقلانية والرشادة، كونها تتعامل مع الانشطة الاقتصادية التي تهدف الى النمو من جهة والمحافظة على البيئة والموارد الطبيعية من جهة اخرى، وقد اصبح العالم على قناعة بأن التنمية المستدامة هي التي تعالج مشاكل التخلف وهي السبيل الوحيد لضمان الحصول على مقومات الحياة في الحاضر والمستقبل.
اعتمد الباحث على إستخدام المنهجين الوصفي والتجريبي من خلال إستقراء واقع السياسة المالية والتنمية المستدامة في العراق، وملاحظة العلاقات والتأثير المتبادل بينهما عبر المدد الزمنية، فضلاً عن إستخدام التحليل القياسي المتمثل بأنموذج الإنحدار الذاتي ذي المتجه VAR.
وقد قسمت الدراسة إلى ثلاثة فصول، إذ تناول الأول الإطار النظري للسياسة المالية والتنمية المستدامة وتضمن ثلاثة مباحث، الأول مفهوم السياسة المالية وأدواتها وآراء المدارس المختلفة، واختص المبحث الثاني بمفهوم التنمية المستدامة وأبعادها ومؤشراتها أما البحث الثالث فقد تناول العلاقة بين السياسة المالية والتنمية المستدامة.
وعرض الثاني تحليل السياسة المالية ومؤشرات التنمية المستدامة في العراق وتضمن ثلاثة مباحث، الأول ضم تحليل السياسة المالية في العراق، والثاني تضمن تحليل مؤشرات التنمية المستدامة في العراق، والثالث تناول تحليل أثر السياسة المالية على مؤشرات التنمية المستدامة في العراق.
وشمل الفصل الثالث قياس أثر السياسة المالية على مؤشرات التنمية المستدامة في العراق للمدة 1990- 2013 ويتكون مبحثين، الأول الإطار النظري للأساليب القياسية المستخدمة، والأخر يتضمن عرض وتحليل نتائج الأنموذج القياسي، وتم التوصل إلى مجموعة من الإستنتاجات والتوصيات.
