يلاحظ على كثير من الكتب التى تناولت موضوع الإعاقة الذهنية بصورة خاصة أنه عادة مايتم مناقشة الموضوع بشكل مختصر فى المنشورات التى تهتم بهذا المجال, وإن على شكل موضوعات متناثرة فى كتب عديدة مثل كتب علم النفس, وعلم النفس عدم السواء, وعلم الصحة النفسية, وسيكولوجية الإعاقة, وغيرها.
ولما كانت هناك ضرورة لتناول الموضوع بشكل متكامل فى مجلد واحد حتى لا تتشتت جهود الباحث أو الطالب أو الراغب فى الثقافة والإطلاع فى هذا المجال الذى بدأ يكتسب مكانة خاصة بين العلوم الإنسانية الأخرى, فقد وجدت لدى الدافع للقيام بهذا العمل, خاصة وأننى على صلة دائمة بأفراد هذه الفئة سواء عن طريق الدرس والبحث وإلقاء المحاضرات أو عن طريق المتابعة الميدانية وتقديم الإستشارات وقد وضعت حصيلة هذا الجهد المتواضع فى الكتاب الذى بين يدى القارئ راجياً أن أكون وفقت فى تقديم بعض الفائدة لقارئيه والمطلعين عليه.
وقد تم تقسيم الكتاب إلى ثلاثة أبواب تناولت الموضوع على النحو التالى: الباب الأول ماهية التخلف الذهنى, الباب الثانى تطور نظرة المجتمع إلى المعاقين, الباب الثالث برامج رعاية المتخلفين ذهنياً.
