يمثل هذا الكتاب جانباً مهماً وموثرا في تاريخ الفكر الأندلسي خاصة , والإسلامي والإنساني بعامة , إذ إنه من الفقهاء القلائل المعدودين الذين شغلو أنفسهم بمشروعات علمية و سياسية و أقتصادية و أجتماعية ودينية في آن واحد , بالخروج للمجتمع الذي يحيا فية من عثرتة , كما انه يعد من أوائل الأندلسيين الذين واجهوا تسلط وسيطرة المدرسة المالكية بالأندلس , ودعا إلى تحرير الأنظمة السياسية و العلمية والقضائية من بعض تقاليدهم , ومن ثم كانت دهوة ابن حزم هذة تمكينا لمذهب جديد في الأندلس , هو المذهب الظاهري ( الذي يعتمد على الأجتهاد والتجديد ) والذي لقى من الرواج والانتشار في عهد دولة الموحدين , ما جعلهم يتخذونة مذهبا رسميا لهم.
يشمل الكتاب عده مباحث متكاملة إختص أولها بالتاريخ لحياة ابن حزم المتقلبة , وعرض ثقافتة الموسوعية التي أهلته ليكون من خيرة علماء وفقهاء ومؤرخي والإسلام ولا غرو اذا أن يعتبر ابن حزم الظاهرى مسؤلا عن أعظم ثورة ثقافية شهدتها بلاد المغرب والأندلس.
عالج الكتاب الدور السياسي لابن حزم سواء في مناصرة الدولة الأموية بالاندلس إبان طور ضعفها , أو في محاولة إحيائها بعد سقوطها لإنقاذ البلاد والعباد من فساد ملوك الطوائف , كما أوضح دور إبن حزم الأقتصادي كما أثبت منظورة التنويري في تبني دعوة إصلاح إجتماعي تبنت تحرير العبيد و تحرير المرأه وتحرير المواطن المسلم بوجه عام حسب ما توجبة مبادئ الإسلام السامية وأخلاقياته الفاضله.
لقد إستهدفت دعوتة إصلاح الراعي والرعية في آن واحد , لذلك كله يعد هذا الإنجاز إثباتاً بأن ابن حزم كان صاحب مشروع إصلاحي متعدد المقاصد والغايات , عمل من أجل تحقيقة في الأندلس ليكون نواة لنشرة في كافة أقاليم ( دار الإسلام ).
