كان المرحوم عبد الحق فاضل أحد رواد الأدب العراقي الحديث، قد أمضى طفولته في مدينة الموصل، في بيئة تتعايش فيها لغات ولهجات متعددة: عربية وتركية وكردية وغيرها. ودرس في المدرسة اللغتين الإنكليزية والألمانية. فشحذ إلمامُه بلغاتٍ مختلفةٍ ولعَه في ملاحظة العلاقات بين تلك اللغات: لفظاً وصرفاً وتركيباً ودلالة. ومما زاد من تعمّقه في دراسة اللغات وطبيعة الاتصالات بينها، التحاقه بوزارة الخارجية العراقية إذ شغل مناصب دبلوماسية في الشرق والغرب كان آخرها منصب سفير العراق في بكين، وتعلّمَ لغات البلدان التي عمل فيها. وعندما وقع الانقلاب العسكري في العراق سنة 1963 م، ترك الصين واختار الإقامة في المغرب، حيث تعاون مع مكتب تنسيق التعريب بالرباط الذي كان يديره العلّامة المغربي المرحوم عبد العزيز بنعبدالله (1342ــــ 1433ه/1923 ــــ 2012م).
