وهذا الجزء الثاني من الكتاب يتناول المؤلف فيه مرحلة هامة في تطور النظرية السياسية, تبدأ من العصر الروماني بعد انهيار مقدونيا وتنتهي بانتهاء العصور الوسطى. فنفعه إذن لا يقتصر على فئة بعينها من القراء فهو نافع للمشتغل بالقانون والمشتغل بالفلسفة وغيرها, فما الحياة السياسية إلا حياة بني البشر.
