أن تطور الفن الإجرامي والتغيير في أشكال الجرائم من حيث فكرتها والتخطيط لها وأساليب تنفيذها وإرتفاع معدلاتها، يستدعي البحث بموضوع الإخبار عن الجرائم وإيلائه الإهتمام الخاص، وذلك للوصول إلى إيجاد التعاون الفعّال بين المواطنين والجهات المختصة.
إن مطالبة الفرد بالقيام بدوره في الإخبار عن جريمة سواء كان واجباً قانونياً أو أخلاقياً يعتريها بعض مخاطر وصعوبات، إذ قد يعلم شخص بجريمة، ولكن لا يقوم بالإبلاغ عنها خشية مما قد يُمارس تجاهه من أية إجراءات تعسفية أو أعمال إنتقامية، تصل أحياناً إلى تصفيات جسدية.
وهذا الإحجام عن الإخبار سوف يؤدي إلى تفشي الجرائم ومن ثم يعوم الخوف والفوضى وعدم الإستقرار في المجتمع.
عليه فإنه من الضروري توفير مجموعة من الضمانات والإمتيازات القانونية من قبل المشرع العقابي حمايةً للمخبرين من أية إجراءات أو أضرار نتيجة قيامهم بعملية الإخبار.
نتناول في هذا الكتاب التنظيم القانوني للإخبار عن الجرائم في التشريع العراقي والمقارن، حيث نسلط الضوء على موقف المشرع العراقي من الإخبار عن الجرائم، والمشاكل الناجمة عنه وكيفية إيجاد الحلول القانونية لتشجيع الأفراد وتحفيزهم ومكافأتهم على القيام بالإخبار عن الجرائم، ونتعرض إلى التجربة الدولية والتشريعات المقارنة في هذا الصدد.
