إن هدف بناء "دولة تسع الجميع" لا يعكس موقفا تكتيكيا من جانب الحركة الشعبية لتحرير السودان وإنما هو خيار إستراتيجي لحل "مشكلة السودان" الأساسية وليس "مشكلة جنوب السودان" ويؤكد عقلانية هذه الإستراتيجية انفجار وتصاعد الحرب في دارفور، وغرب السودان، مع تهديد بحرب أخري في شرق البلاد، تكمن المشكلة الأساسية التي تحدد طبيعة النزاع السوداني سواء في الجنوب أو الشرق أو الغرب. في المحاولات المختلفة التي ظلت تقوم بها الأنظمة السياسة المتعاقبة في الخرطوم لبناء دولة إسلامية. عربية آحادية مع إقصاء واستبعاد كل مكونات التنوع السوداني الأخري.
وبفشل كل هذه المحاولات، فإن مشروع السودان الجديد يظل هدفاً واقعياً يمكن تحقيقه، وذلك ليس لأن عدداً كبيراً من السودانيين الشماليين يشاركون الحركة الشعبية في رؤيتها هذه فحسب، ولكن -أيضا- لأن التاريخ يدل أنه بمقدور السودان أن يصبح قطراً واحداً أو دولة -أمة واحدة، وهذا الأساس التاريخي للسودان الجديد.
