كما تناولنا عرض الاتجاهات الفقهية المقارنة بشأن تعريف الإرهاب. كذلك يشتمل الكتاب على استعراض تعريفات الإرهاب وتحديد مفهومه في التشريعات المقارنة. واشتمل الكتاب أيضًا على دراسة وتحليل مفهوم الإرهاب في جميع الاتفاقيات والمواثيق الإقليمية والدولية. وقد اقترحنا تعريفًا قانونيًا للإرهاب سواء بوصفه جريمة وطنية، أو بوصفه جريمة دولية.
كما قدمنا اقتراحًا لتعريف أهم وأبرز أشكال الإرهاب، ألا وهو إرهاب الدولة، مع تحديد صوره، سواء على المستوى المحلي, أو بوصفه جريمة دولية، وكذلك استعراض أبرز ممارسات الدول للقوة على الساحة الدولية بدعوى الدفاع الشرعي الوقائي أو الاستباقي، وإخضاعها للدراسة والتحليل والتقييم في ضوء أحكام القانون الدولي، سعيًا لتحديد مدى إمكانية وصف بعضها بالإرهاب، كما أحطنا بالمسئولية الجنائية الدولية عن إرهاب الدولة.
