فالإستباق الإستراتيجي بين القوى الدولية الرائدة أفرز لنا حلقات ودوائر دولية (جغرافية) منضبطة بأقاليم وأخذت هذه تبنى أساس إستراتيجية لإدارة منطلقات التفاعل السياسي والإقتصادي والعسكري في إطار دائرة نظمية ضيقة قد تتنافر مع أسس وبنى النظام الدولي المضطرب التكوين، كما أن بعد هذه التكتلات قد تكون خصالة من حصال حيثيات النظام الدولي الجديد، والذي يمكن أن يطلق عليه نظام متعدد الدوائر والتي تعني بشكل أبسط أنظمة إقليمية فرعية لكل منها خصائص تختلف عن الأنظمة الأخرى فقد تأخذ البعض منها صفة هرمية القوى والسيطرة، والبعض الآخر يأخذ منها صفة التشظي والتبعثر في القوى والسيطرة لتجتمع كلها في بوتقة واحدة تسمى نظام دولي مركب التكوين والإدارة.
