يعد هذا الكتاب أول عمل علمي يتناول البيئة العامة من زوايا خمس علوم، هي: الشريعة، والقانون، والإدارة، والتربية، والإعلام. وهي محاولة للإحاطة بالبيئة وفق مناهج ومعطيات متنوعة تقضي بنا إلى الإحاطة المتكاملة بالبيئة سواء في جانبها الحي الذي يتمحور في الإنسان والحيوان والحشرات والنبات، أو في جانبها المادي سواء أكان جامداً أو سائلاً أو غازياً. فالبيئة العامة تعرضت إلى أفظع عدوان بشري منذ نشوب الثورة الصناعية في القرن الثامن عشر حتى اليوم مروراً بالحربين العالميتين الأولى والثانية، إضافة إلى الحروب الإقليمية التي تقع في قارات مختلفة.
ويحاول هذا الكتاب وضع برنامج متكامل قائم على هذه العلوم الخمسة. وذلك لحماية البيئة العامة حماية فعالة ومنتجة، إذ أن تلوثها يشكل في الوقت الحاضر تهديداً أكيداً لحياة الجنس البشري. متمثلاً بالاحتباس الحراري وثقب الأوزون، والجفاف والتصحر. غذ أن موضوع البيئة أصبح مشكلة عالمية تهتم بها منظمة الأمم المتحدة والمؤتمرات الدولية والإقليمية والمحلية. وما لم تدرك فداحة التلوث البيئي وخطره الجاثم على رقاب البشرية فإن الحياة في هذا الكوكب مهددة بالاختفاء والحقيقة أن حماية البيئة مسؤولية مشتركة تقع على الفرد والمجتمع والدولة والمجتمع الدولي، وما لم تتضافر هذه الجهود ضمن استراتيجيات يوضحها هذا الكتاب فإن التلوث البيئي سيبقى سائداً ما لم نستدركه منذ هذه اللحظة حفاظاَ على أجيالنا والأجيال القادمة.
