تضمّن هذا الكتاب سبعة فصول تتحدث عن "التاريخ السياسي" لمنطقة الخليج العربي خلال الفترة (1008- 1266هــ/ 1600 - 1850م) بشكل عام، مع التركيز بشكل خاص على تَتُّبعِ تاريخ أسرة "آل مذكور" حكام البحرين السابقين ودورهم السياسي في كل من عُمان والبحرين وساحل فارس، وذلك كنموذج لفهم آلية تطور الفكر السياسي لدى بقية الأسر الخليجية الأخرى المشابهة، والتي أسست إماراتٍ عربيةٍ صغيرةٍ في مختلف الموانئ المطلة على حوض الخليج العربي، كالكويت والبحرين وقطر ورأس الخيمة وغيرها.
وفي الحقيقة أن هذا الكتاب محاولة لتسليط الضوء على مشكلة مهمة جدّاً، أَخَلَّت في طريقة فهمنا لواقع تاريخ منطقة حوض الخليج العربي، وتكمُنُ هذه المشكلة في إلغاء الأثر السياسي للقبائل العربية المتوطنة في منطقة "ساحل فارس" الضفة الشرقية للخليج العربي، وآلية تفاعُلِهم مع إخوانهم في ساحل الجزيرة العربية، لذا فإن طريقة التفكير هذه نتج عنها إدراك "مشوش" وقاصر لحقيقة التاريخ الخليجي، مما تسبب في وضع إستراتيجيات وإتخاذ قرارات إجتماعية وسياسية مدمرة.
لذا، سوف نعتمد في هذا الكتاب على مواضيع محددة بهدف الإجابة على عدد من التساؤلات والتي من أهمها متى ظهرت أسرة "آل مذكور"، وكيف اكتسبت الشرعية في الحكم، وما هو أسلوب الحكم الذي اتبعته في تأسيس إمارتها الساحلية، وما مدى ملائمة أنظمة الحكم تلك لعملية الإنتقال من حكم العشيرة إلى حكم الدولة، ولماذا لم يتسنَّ لتجربة "آل مذكور" السياسية الصمود، حيث إنها سرعان ما اضمحلت وإنهارت.
