من المعلوم أن العديد من الدول العربية تعاني من مشكلات كثيرة في إدارة وتشغيل مختلف مرافق الدولة، وقد أدى تراكم هذه المشكلات لسنين طويلة إلى تعقيد الأمور بدرجة كبيرة، وأصبح بعض من هذه المرافق يمثل أعباء مالية ضخمة على ميزانية الدولة، وفي ظل التوجهات العالمية السائدة فإن العديد من الدول العربية تسعى لتحقيق مستويات عالية من الكفاءة في إدارة وتشغيل هذه المرافق، وذلك على أساس إمكان فتح المجالات أمام القطاع الخاص للتعاون في مثل هذه المشروعات.
لذلك اشتمل منهج الدراسة لتحقيق أهدافها على أربعة أبواب على النحو التالي:
الباب الأول "البنية الأساسية ةالسياسات المالية ورسوم الاستخدام في خدمات النقل" ، الباب الثاني "أهداف المشاركة وأساليب التعاون مع القطاع الخاص في مشروعات النقل والمعايير واجبة التطبيق" ، الباب الثالث "الاتجاه العالمي نحو التعاون مع القطاع الخاص ونماذج وتجارب تطبيقية لمشاركة القطاع الخاص في مشروعات النقل" ، الباب الرابع "النتائج والتوصيات".
