يتضمن هذا الكتاب المناقشات التي جرت حول القضايا التي أثيرت خلال الندوة التي تعددت في عمان العاصمة في أواخر عام 1997 وكانت بعنوان "تطوير البنية المالية التحتية في الوطن العربي" وقد شارك فيها نخبة في الاقتصاديين والسياسيين والباحثين العرب. متناولين موضوعاً يشغل الدول المتقدمة والنامية على حد سواء. في فترة يمر العالم اليوم بتطورات اقتصادية ومالية تؤثر في الإطار الراهن للعلاقات الاقتصادية الدولية. دارت مداولات الندوة حول خمسة محاور تحدث فيها كل من: الدكتور أسامة الأنصاري، الأستاذ جبريل صحناوي، الأستاذ فيصل القدسي، الأستاذ موفق اليافي، الأستاذ المنصف بن عبد الله، الدكتور شفيق الأخرس، الدكتور محمد سعيد النابلسي، الدكتور هاشم الصباغ، الأستاذ أياد ملص، الدكتور عبد الرحمن صبري، الأستاذ محمد الفاضل بن عمران.
يضم هذا الكتاب أبحاث ومناقشات الندوة المشتركة للجمعية العربية للبحوث الاقتصادية ومنتدى الفكر العربي حول موضوع "تطوير البنية المالية التحتية في الوطن العربي" التي انعقدت في عمان في الفترة من 17-18 أيلول/سبتمبر 1997، وشارك فيها نخبة متميزة من الاقتصاديين والباحثين العرب.
وقد تزامن موعد انعقاد الندوة مع بداية أزمة أسواق المال الآسيوية، حيث جرت فيها بعد إرهاصات يوم الثلاثاء الأسود في أكتوبر 1997. ومن هنا كان لا بد من استخلاص العبر من هذه الأزمة بالنسبة لأسواق المال العربية الصاعدة، والأخذ بأسباب التحوط حتى لا تتكرر أزمة المكسيك 1994 أو أزمة شرق آسيا 1997 في الدول العربية، ويتكرر ما يستدعيه ذلك من سياسات على رأسها تدعيم البنية المالية التحتية العربية.
وقد دارت مداولات الندوة حول خمسة محاور رئيسية هي: السياسات النقدية والمالية ووقعها على البنية التحتية المالية، البنية المالية التحتية في الوطن العربي، الواقع ومحاور التطوير، دور البنية المالية في عمليات الخصخصة، دور تطوير البنية المالية في سياسات الاستثمارات الخارجية، وأخيراً الأسواق (والبورصات).
