في دراسته هذه، يحاول الدكتور شامل محمود محمد الشماع طرح مقترح لنموذج مرن للتخطيط الإستراتيجي في التعليم العالي، يحقق تطبيقه الإمتياز والتفوق لكل جامعة تتبناه، مع الأخذ بنظر الإعتبار توفر مقومات تشغيله وديمومته، ولعل أهم ما تتميز به هذه الدراسة جديتها في معالجة أوجه القصور في المنظمة الجامعية لضمان نجاح التخطيط الإستراتيجي.
يتناول المؤلف هذا الموضوع بالتحليل والدراسة بتسليطه الضوء على بعض الجامعات العراقية لتلمس التحديات التي يواجهها التعليم العالي وصياغة خطة استراتيجية بناءة، لذلك بدأ بتقسيم خطة العمل إلى ستة فصول (نظرية وعملية) ، تناول في الفصل الأول نشأة وتطور التعليم الجامعي ودور العولمة في التأثير على منظومات التعليم العالي. وجاء الفصل الثاني لإلقاء الضوء على منظومة التعليم الجامعي بعدِها باعتبارها نظاماً مفتوحاً ونوقشت وفقاً للمؤلف المداخلات والعمليات والمخرجات كنظام متكامل في هذه الدراسة يستلم موارده من البيئة (المجتمع) ويصرف مخرجاته (منتجاته) إليه بعد تعديلها أو تحويلها إلى ما ينفع المجتمع فضلاً عن إنتاجه الأكثر أهمية، ويعني بذلك البحث العلمي وما ينتج عنه من حلول لمشكلات عدة. أما الفصل الثالث الذي يعدّ عماد الدراسة وهو التخطيط الإستراتيجي للتعليم الجامعي، فقد تمت فيه مناقشة المؤلف للإستراتيجية ومفاهيمها وأهميتها ومستوياتها ونماذجها وأبعادها. ثم نوقشت نماذج التخطيط الإستراتيجي وخطوات التخطيط الإستراتيجي للتعليم الجامعي. وأما الفصل الرابع والخامس فتضمنا عرضاً واضحاً لمهجية الدراسة ونتائج التحليل الإحصائي ومناقشتها لإسناد تحليل الواقع. ويأتي الفصل السادس والأخير استكمالاً لمنهجية الدراسة وتتويجاً لها بعرض أهم الإستنتاجات التي توصلت اليها الدراسة وعرض أهم المقترحات.
