ان تطوير اعمال المجلس البرلمانية لتتمكن من لعب دورها في تطبيق المبادئ الديموقراطية يقتضي ان تحاط بمجموعة من الضمانات الدستوريه والقانونية لضمان استقلالها ومنها انفرادها بوضع لوائحها وانظمتها لتنظيم شؤونها الداخليه حيث لن تستطيع القيام بالواجبات المطلوبه منها بفاعلية الا اذا كان نظامها الداخلي ينظم ويضبط اعمالها بفاعلية وكفاية.
ان الانظمة واللوائح الداخليه للبرلمان اضافة الى الدستور والعرف البرماني هي مصادر القانون البرلماني فإن مهمة النظام الداخلي هي ضبط وتنظيم اجراءات المجلس للقيام باعماله ووظائفه المحددة له دستوريا ولهذا تعتبر الانظمة الداخلية للبرلمان جزءا متمما للدستور ذاته فإذا كان الدستور يهدف الى المحافظة على التعاون والتوازن بين السلطة التشرعية والسلطة التنفيذية فإن من اهم الغايات التي يهدف اليها النظام الداخلي للبرلمان هي المحافظة على هذا التعاون والتوازن وإن لوضعه ضرورة تشريعية وتنظيميه وضرورة لحماية الاقلية البرلمانية.
