لم تشهد العلاقات العراقية التركية قفزة نوعية كتلك التي شهدتها سنة 2009 حيث ارتقت إلى مستوى جيد، ولم يقتصر تحسن العلاقات على مجال معين بل شمل العلاقات السياسية والإقتصادية والأمنية وتفرعات تلك العلاقات من توافقات دبلوماسية وإتفاقيات وزيارات ومبادرات.
ولعل أخير تلك التطورات وليس آخرها تعيين الرئيس التركي عبد الله غول للسيد إرشاد هورموزلو مستشاراً للرئيس التركي لشؤون الشرق الأوسط وبلدان المنطقة، فالسيد هورموزلو من مواليد كركوك عام 1943 وخريج كلية الحقوق جامعة بغداد.
إن هذا هو مؤشر يمتاز عن غيره من المؤشرات من حيث كونه يعكس نية الجانب التركي تجاه العراق والرغبة الحقيقية في التقارب رغم أن موقف الجانب التركي حالياً أقوى من موقف العراق من حيث السياسة الخارجية، والإستقرار الأمني والإقتصادي ومن حيث السادة.
إن هذه الإنتقالة السريعة من مرحلة تأزم العلاقات فيما يخص التوتر على الحدود العراقية التركية إلى مرحلة من العلاقات رفيعة المستوى إن دلّ على شيء فإنما يدل على مقدار الجهود المبذولة من قبل المعنيين من كلا الطرفي ووقوف الجانبين على الأسباب الحقيقية للتوترات ووضع حلول صحيحة وناجعة لتلك التوترات، وسرعة التنفيذ بدافع الرغبات الحقيقية والنوايا الصادقة.
وتنبع أهمية الدراسة التي بين أيدينا من أن العلاقات بين الجانبين اتخذت طابع طي المشاكل ووضعها جانباً بإستثناء القضية الكردية ذلك لأسباب وعوامل تعود إلى أوضاع العراق الداخلية وسياسته الخارجية التي تبنت قضايا أكثراً وسخونة منها علاقاته مع إيران ومشاكل الخليج، لذا فإن العراق لم يستطع ومنذ تأسيسه القيام بمفاوضات حقيقية ومستفيضة وفعالة مع تركيا لوضع الحلول المناسبة للمشاكل المذكورة آنفاً.
وعليه، تهدف الدراسة إلى التعريف بالإقتصاد التركي ثم دراسة مستقبل العلاقات العراقية التركية في ضوء المصالح المشتركة، حيث إن العراق بشكل عام يحرص على أن يقيم علاقات جيدة مع دول الجوار والسياسة العراقية تتجه الآن لتحقيق أفضل علاقات مع هذه الدول وبالنسبة لتركيا هي دولة ديمقراطية وكان لها دور في تشجيع الدخول في العملية السياسة وكذلك فإن علاقاتها جيدة مع جميع المكونات العراقية.
